It should be capable of handling bass, provided you run about 8lb test on the reel. Just dont try to haul the fish through a lot of heavy cover, and you should be okay.

I have the same rod, a 7ft medium-heavy with a Quantum Accurist baitcaster. I never had a problem throwing 3/8 spinnerbait, the medium action maybe a little wimpy. I also have the same exact rod like yours with an Accurist, I have no problem tossing out a weightless fluke. You just need go down on your line size and have your reels properly set. I use 8lb flouros and it works great.
